Not sure what you mean?

But you can select File and go to Create Random Terrain or Create Flat Terrain? If you mean you dont want to work with the starter pre-set map?

Or you want to change the configuration to start with a different map at start?

He wants to start with an entire map of water, I assume to later create small islands.
I'm pretty sure there's a setting to adjust the default height of the terrain in settings.INI or visuals.INI, otherwise I'm sure somebody has a map saved they can share.

before you start GG go to \Program Files (x86)\Steam\steamapps\common\Game Guru look for setup.ini the lines you need to change are

if you make the water height 650 it will mainly be water

once you have edited and saved every time you start gg with a fresh map it will be all water.

one of the scripters might put me straight but I don't think it can be controlled by LUA yet

If after all this time using GG you don't know what an FPM is and where it is, then i would just give up, uninstall and go cry in a corner

FPM = the saved map file, click file>open and find ALLWATEER.fpm

Click properties and set static to yes.

Go into the objects properties panel. See where it says weight? Usually by default its set to 100. Change it to 1 for testing. Place your object above the water or near it. If it does not float, adjust the friction setting as well.

The PhysX Physics engine in GG gets a bad rep because its not well utilized by the stock objects.

Here is an image of a barrel floating and slightly spinning in water in GG, viewing up at it from underwater. I reduced the weight and played around a bit with its friction.

For static objects like the docks you have, Earthling45's suggestion works perfectly. Just set your entity to static yes instead of no. In the object property panel.
