A simple way is to modeled debris and place then over the ground, and spawn them after effect.
The complicate one, would be modeled each piece as standalone mesh with their own script each one, (setting direction, gravity, speed, etc.) .
I had tried sometimes, but fracture generate a high poly count if you want a decent fracture effect.
If you use any optimizer for reduce poly count, then the mesh loss quality.
