If there is any possible way to possibly increase upwards movement of the player when they are underwater?

I know the best Idea would be to create the illusion of being underwater, but It's a short puzzle after you fall underwater, with a drown script to simulate a timer. and the only problem is a section for gaining breath to 'reset the timer' so to speak.

If there is no way to increase it, that's fine, but I wanted to reach out to the community first.

I'm surprised they removed (or didn't add) a drown timer to Max. We have one in Max that is internal and we could represent it visually if needed since it does have its own variable. Drown time is very different from "drowning" which is where you past the point of lung capacity collection of water and therefore you start receiving damage. Drown timer is the time before damage starts delivering and resets whenever you get to the surface. In GGMax they are treating the lung capacity as a damage modifier.
