Can we use animated GIF files as textures in game guru max or small Videos as textures ?

GIF's are not supported in Game Guru. Most game engines don't support GIF's.

You might have to take a look at animated Decals and see how they utilize texture atlas. Typically in DDS format.

SO it's feasible with animated decals, but can the Animated Decal transmit light ? glow ? for neons signs for example or animated tv & computer screens

I'm personally not too familiar with Max when it comes to decals. But if there are any, then its possible to make our own.

You can apply emissive light to decals.

Lee looks there because its for bugs and feature requests specifically.
