Nope, no secrets here, I am always willing to share if it may help someone.
In fact, it is really easy since the model is not mine but a Sketchfab model, it helps a lot to get an idea working.
1- Download the model from :
https://sketchfab.com/3d-models/sky-pano-winter-forest-b42c27358ab04e8885ffb2ecf69c352c
2- Place the model over your arctic map.
3- Attach "spin.lua" file as the model behavior
4- Make the model as "Always_active = yes"
5- If you have some snow particles, place them on the sphere interior.
6- Add to the scene an ambiance track (arctic theme)
and enjoy.
