This maybe a really noob question.

But If I scaled everything down (Lets say the buildings etc), would that help run a map smoother and maybe give me the chance to be able to add more entities or is the size of the irrelevant and the map will be the same no matter how big everything is?

It won't make any difference to speed, but you can fit more on a map of course

Unfortunately Scaling down does not reduce Polygon Count, reducing texture sizes can improve performance, especially if they are DDS

Scale of the model is irrelevant to performance. However, larger objects might occlude what is behind them better, depending on how you design your map. Using occlusion culling to make sure the level is never rendered in its entirety can allow you to make massive maps while maintaining above 60 fps at all times. This is basic level design and used pretty much in all major releases today. You can control what is an occluder and what is occluded by clicking on an object. You will find the "occluder" and "occludee" command there.
