Not entirely sure what he is complaining about here.
You buy GameGuru on Steam (that is the only way to legally get it, even the gameguru website link takes you to steam), you install it from steam, it runs and updates whenever there's an update, no need to buy anything else or unlock any updates.
As to why he needs posts approved, that's in place to stop people creating accounts and spamming, three posts need to be approved before you can post without approval so they can be sure you're not a spammer.
