That's because when you change something in that file it doesn't do anything until you change the following line in the setup.ini in your base gamguru folder:
from
forceloadtestgameshaders=0
to
forceloadtestgameshaders=1
then restart gameguru completely
(Note: While this setting is active gameguru will slowly, but once you have run gameguru once, you can change the setting back to 0 and the settings will stick and it will load faster again)
