No, he's talking about Animer, it's a piece of software Raf wrote for editing bones and adding animations to .X characters for FPSC/FPSC:R/GG, kind of a predecessor of FBX2GG. I'm not sure if it's available any more since he's moved on to FBX2GG, you can ask him directly if you can still get it by emailing him.
