Here's the one I use: https://screamingbee.com/Product/MorphVOX.aspx. I used this to create the voices on the GG Store. It's not free (but there is a free cut-down version) but it's cheap.

In my opinion, most of the types of voice changing software that have a low price fail to produce anything with good quality.

I have tried a few and didn't find any that produced anything with good quality. Some can lower or raise the pitch or add some low quality sound effects, but they don't produce anything with good quality.

In my opinion, if you want some different voices to use in your game, you should talk to your friends and see if any of them would do some of the work for you... or you could also ask your family or relatives.

I have had similar problems trying to get this sort of thing in my game also.

I hope this helps... and I wish you all the best...

Somewhere in this forum someone posted a link to a site that had voice actors for hire. I think most would do a minute of dialogue for $5. I didn't think that was a bad price, but of course that would depend on your budget and how much dialogue you need.

Try using a TTS enabled android device and use audio software to edit and change, it works a treat. Some free voice apps are available on googleplay.
