Hi i have a question about game guru.
it is possible to have this kind of GLOW fx, for example if in my level i add a neon light?
i would like to have that kind of glow fx around a light

That is illumination shader with volumetric point light rays, which gameguru doesn't support, you could fake this with a decal much like FPSC did doesn't look as good, but does the trick otherwise.

Another option to make your illumination map really shiny is to edit the "settings.fx" file and set "#define BOOSTILLUM" , this will take you illumination texture (only) to bloom level and give that extra shine, think i made this one for bugsy but never really announce it, but its in all the latest GG version

As mentioned it isn't a shader effect persay, that you simply apply to a light to it, it requires a volumetric light source to do the effect, so no it isn't a shader effect that you simply add to gameguru and job done.

Additionally you also need a spot or point light source, gameguru only makes of light sources that basically go in every direction, which really doesn't suite the effect.

Sure, I can replicate the scene. Lets see what it looks like. As wizard pointed out, it won't be the exact effect.

...and the answer is no! I didn't get that precise effect at all. I did not go as far in as using decal overlays as I didn't want to spend too much time on this (adjusting the postprocessing in an attempt to mimic this took too much time already ) but I'm fairly confident that with some further trimming of anamflare and bloom effects you can at least get close. An other problem is GG's baking system as the above mentioned directional lights would come in handy indeed.

All that aside, I think such a scene works perfectly well in GG visually. My replica took just a few minutes to make, of course, but I'm sure something resembling the source material a lot closer can easily be made.

its close to the first picture, so if i do an alpha bigger than the lamps for the decal it can add more blue effect around?

For example, yes. You can also adjust the size of the blue effect in reshades mastereffect file. There are probably some other things you can do I did not yet think about.
