I want to make a level that has both outdoor areas and cave sections but I want to be able to use static lights for certain sections of the cave. In order to sell the effect, I would like to be able to change both surface level and sun factor dynamically via a script. While I see global.lua has commands to set surface red, green and blue, I don't see anything for the overall surface level (although there is a commands to call surface intensity). Does anyone know of a way I could do this?

Wouldn't dropping the surface level RGB's to 0 effectively turn them to black and effectively turn off surface level?

It's fine, I followed Belidos' advice and looked a little deeper into Surface RBG. I've now written a two-part script that will control the Surface RBG based on the player's distance from the trigger(s). I'll see about doing a video of it shortly.
