i was thinking mabie assign spotter to camera entity script ?.
sort of spawn on alert the sniper . scripting not my favorite, but looks like
i am going to spend some time learning lua.
ok you can use standard trigger zone for spawning so all not lost,

i now right mouse click spotter clicked properties and added radar\radar.lua to the main in the spotter properties
this calls up the radar hud on screen and sniper shows on radar so the spotter is now acting as a prop and calling up
the radar hud and add a sound file for call out.

so all i need now is to spawn another spotter in a triger zone in another location on death of the first spotter.
to repeat the same process further . or mabie just repeat the process, although the spotter is dead the trigger
zone will be still there but inactive, unless you can set destroy trigger zone on death of spotter.
this might be some help or interest to others i hope that dont use scripting,
