Were are these options in notes of 1.14 they say they addet lens flare and FXAA

They're not options, they're built into the shaders.

If you don't want them you can go into your effects/reloaded folder and edit the setting file, to turn something off you put // in front of the line its in, to turn it on you remove // from the line.

They are built-in and automatic. Just add something really bright and see the flare from it, and the FXAA removes jaggies from your render.
PC SPECS: Windows 8.1 Pro 64-bit, Intel Core i7-5930K (PASSMARK:13645), NVIDIA Geforce GTX 980 GPU (PASSMARK:9762) , 32GB RAM
