Yes, in your modeling/uv mapping software. While it is possible to scale in the editor, or also the .fpe, it really is best to scale before import!

Not is the editor itself. You would need to do that in a 3d model program.

I want to do it on an existing model (Pavement 02) in Mega Pack 03. From what I understand this is not possible only with GG because I'm not modeler.

Just looked at the media. You can actually do this one in a paint program as the textures are tiled. So no model knowledge required.

Make a copy of the fpe, bmp, and textures.
Rename them to something else. Edit these files.
Open the texture in a paint program. GIMP has a tile feature in it. Photoshop you use the offset tool.
anyway Scale the images in your case to 256 x 256. Make a new 512 x 512 blank image and copy the scaled down one in there 4 time to fill that space. Move them so they tile out in the new image. You will see what needs to be done once you bring them in.
Do this to all the textures.
Open the new FPE file and specify the new texture there.
Test in Game Guru to see how it went.

this wouldn't be a good thing to happen by default in most cases, imagine making a non seamless object bigger and then it has it's texture tiled instead of stretched, for example - making a tree taller and suddenly it gains an extra trunk on it's tip... no thanks

can't imagine much of an easier place to learn than something simple like a road, worth it in the long run.
