That is only true for the dynamic res, which, if performance is an issue, you would imagine better left on. It disables GG's automatic resolution reduction if frame rates drop below 60. If it drops below it halves your resolution. So for performance, leave it at 0 so it continues to do this. Use 1 to force top resolution all the time.
If you want a lower resolution than your desktop by default, you would need to change the width and height settings in the setup file to whatever resolution you prefer. The only problem here is by default the game will run on any monitor, change them to a manual setting and you lose that functionality. You may be able to leave one of the values as -1 for better results and mostly avoid that issue, but I have never actually tried it, so you would have to have a go to be sure
It could just fall over.
No way to actually change res in game though, that would have to be added by Lee. You can certainly lower it in the setup file though, for computer lazy friends who expect things just to work
