I thing the snap tool will be usefull if working in the y(vertical) axis as well.

Already in, use 9/3 keys on numpad with snap enabled. Used to be PgUp/PgDn but I find this no longer works or maybe I need to check my keyboard config.

When i am in snap mode the y axis is locked cant go up nor down with pup-pdown or with 3-9 numpad

Just checked and working fine for me. Anyways it is already a feature so if not working for you should be reported as a bug.

Check if you have the number lock on, I've heard this can interfere with some things like this.

As smallg said, numlock disables a variety of keys, including the Del button, and some of the keys that move things up and down.

The numlock thing I think should be fixed at some point because I find it happens to me far too often.

I think it was supposed to be a feature, so you could avoid deleting things by mistake.
