Which of these 3 packs is best for this?

Valuable Assets 2015 Complete Collection

Guru Roads: City Builder

City Road Pack

or is there another option I missed for building roads and downtown areas with street lights and such? Any info would be appreciated!
Still learning LUA but 'attempting' to build my first game

Valuable Assets did the top 2 on your list which will be the best available and very high quality

It depends on Value for money and what you need ...
The complete collection is 563 items for 50 bucks ... But do you need them all ... worth looking at what's included..

City Roads and City Builder is 144 items for 18 bucks which might be all you need .. again worth looking to see what's included ..
either way both created by Valuable Assets .. I own many of them and they are first class models worth every penny ..
The only person ever to get all his work done by "Friday" was Robinson Crusoe..

Guru Roads: City Builder is on offer at the moment $17.99 down from $24.99, and it's probably one of the best of the packs with roads in it, so it's probably a good time to buy it.

Holy smokes I just went to checkout and ended up having a little over $100 worth of goodies lol

Easy to get carried away in there, lol. That $100 wouldn't have gone very far anywhere else! Now you have the joy of sifting through everything you just bought. Hope you have a lot of time on your hands!

I will bet that's an incredible selection of assets you have purchased .... Remember to back up your "Files" folder every now and again so you don't have to Re - Download if you ever reinstalled windows or something ..
The only person ever to get all his work done by "Friday" was Robinson Crusoe..
