Did you do an F3 bake? If so you may need to:
1. turn up the range of the lights to 2 1/5 times real time to start. Don't use pure colors for lights. Play with the color sliders.
2. Make sure they are not obscured in a ceiling instead of just under it.
3.Run test game and perform a F3 light map. When complete. Save map and reload it. Re run test game.
4. Play with the metrics sliders (tab tab) when in test game.
5. Set all shader sliders to highest. Terrain and Entities. Grass optional depending on your performance.
6. Shadow slider controls the balance between real time and baked lighting.
7. Bring down the ambient slider, Raise the surface slider, Raise the Global specular.
8. Report back your results please.

Tips: Use static lighting as background light that will be seen from great distances. Use the dynamic lights to highlight what you want the player to be drawn to or notice. An Example. Use a static lights to make a room a set mood. and use dynamic lights for lamps and fires or candles.

Thanks.
