I've sometimes had the default height of the tab tab menu so far off from my position that it seems like it isn't working. It should eventually play ball though, but it can seem quite some time of mouse scrolling
You normally get this when making a map with good height differences between areas, as it has one height level and if you place an item on a hill, you then need to scroll it up through the hill. There should be a way to offset it to the height of the object at a click to make it easier to use.
