I had this issue with my own imported characters. It turned out that it was doing it because the unarmed 1 and uarmed 2, and maybe the stoodfidget1 thru 4 entries in the FPE were blank. It may be the same for you, try putting your idle animation in under the following lines:

csi_unarmed2 =
csi_stoodfidget1 =
csi_stoodfidget2 =

csi_stoodfidget4 =
