CPU anims are for custom animations that are not rigged the same as default npc's, such as the zombies included with GG. Fullbounds I'm not so sure about, but think it is probably related to ragdoll stuff and again GPU animated entities (I am guessing here though). The default soldiers use GPU anims for instance and need to be rigged correctly to work. Most other NPC's are not rigged the same at all and use CPU anims. It's a bit confusing and as I say most NPC's available at the moment are CPU based stuff, as rigging for the GPU is just a complete pain.

SPECS: Q6600 CPU. Nvidia 660GTX. 8 Gig Memory. Win 7.

They are for entities which are animated to move off or rotate on their pivot point such as flying characters, where limb hit detection would not otherwise register.

You really don't need these settings unless you have a reason to hit the entity and it has this specific kind of animation, for example only doors which use limb hit and the collision has been turned off in script. Most characters are moved around in the engine so do not need it to keep track of where limbs are located.
