To my knowledge, everything on there is static, -not rigged. So if you want to animate anything you'd have to do it or get help. But yes, the agreement on there says you can use the models commercially and the rules seem to be pretty much open wide.
There's also a really big texture database on there that is royalty free. Some of which is already seamless without needing to be modified.
