Create a rpg game with a large outdoor terrain . The frame rate , I think at about 35-40 . This is sufficient for a rpg and also runs quite well . If I now with the player standing on an empty area in my level and the camera moving fast , then I have the feeling that the engine does not come with the syscronisation afterwards . There appear blurry images . Is it because the the engine can not calculate fast enough ? Is there a way or trick the improvement ?

If you're only getting 35fps on a blank level then that is not normal at all, even my lowest end machine (Q6600, 4gb memory, intel graphics) is getting high 80's on empty levels, my highest end machine (i7, 4gb 960, 16gb memory) gets an fps in the multiple hundreds on an empty level.

What are your specs? \are you trying to run other software at the same time?
i7, NV960 4GB, 16GB memory, 2x 4TB Hybrid.
i5 , AMD 6770 1GB, 8GB memory, 512GB Generic SATAIII + 2TB Seagate Baracuda SATAIII.
i3, Radeon integrated graphics, 4GB memory, 512gB Generic SATAII.
Q6600, Intel integrated graphics, 2GB memory, 180GB Generic SATAII.

Would that be what's causing the low FPS? That still seems a very low FPS for an empty level, even with motion blur on.

just incase you're wondering in future, setting bloom to 0 turns off all the sliders in the box (bloom, motion blur, depth of field and vignette), which is why it solved your issue but turning off motion blur alone would be enough and allow you to use the others if you still wished to
