Feature Creep / whatever happened to infinite horizons?

As a programmer myself, I know not all can be done at once but this seems like the kind of feature that should have been implemented early on in development. Any reasons why it hasn't been yet?

I seem to remember that causing all sorts of problem 4 years ago, when they recommended not using it.

the terrain size now is 5100 ft x 5100 ft and you can level jump between maps. It is a large area to try and fill.

What about if it was just even water not land, that way we could make things like islands and oceans, just a thought though.
