EDIT: Actually, last night I was practicing hosting my own. Of course, I was wandering the level by myself, but I just wanted to see what would happen. I even tried a couple levels that were not meant to be multiplayer. I kept spawning outside the game area, (like me, Lee and Johnny Cash did in the asylum) so I added a multiplayer start marker inside the game area. When I did this, Steam said my level included custom content and insisted I join Steam workshop or something to that effect. I stopped at that point because I didn't know what would happen if I allowed that.
