Will there be a way to change the sound depending what you walk on for example it it grass walking everywhere will if that's what you call it lol

i would like it to change if you enter a building or from grass to say stone.

If I recall correctly, back in FPSC, when you used the "make entities from x files" tool, it would ask what kind of material the object was, and (if I recall correctly, as I made several surfaces) I believe that dictated the sound that played as you walked. I made some asphalt and concrete and wood surfaces (I don't believe there was asphalt or concrete for choices, but I made do), and the sound varied on the final product. Perhaps that was what the material index was for in the fpe/fps files; I don't know. Never got that far into it. I would imagine these things will become available in Lua or are already still in the existing fpe(s). I think I'll give it a try in both FPSC and Reloaded, as now I'm curious!

Don't worry... Material sounds will be coming. Don't forget that the Construction Kit is on it's way, and new surfaces means new sounds

Has anyone else noticed the slight background noise on the footsteps effect btw? You can hear it looping over and over once you notice it.

I have the material system in place, but have not tied it to the physics system which controls/detects what you are walking on. As we proceed with the CONKIT work, we will be connecting the material system to the triggering of the correct sounds. Entities will also be assigned a material index so the assets will know whether they are wood, metal, or some other material we support. There is no maximum number of materials supported, but we have reserved the first 20 or so for internal default materials. You can add your own, but it's a hack in the material list right now. If there is community support for importing new materials as part of the main software, then we can add that to the feature creep list.
