How difficult would it be to implement a
V.A.T.S-like strategic combat system as an add-on combat module?

The ability to pause the game, switch between enemies in your line of sight, target a specific enemy and see the statistical probability of hitting a certain part of the enemy and the % damage that would be inflicted (based on armour, cover, distance, player weapon used, etc.) similar to Fallout 3/ Fallout New Vegas / old-school RPG's and to a lesser extent, Dragon Age: Origins; allowing strategy and cinematics.
I'd love to see something like this, especially for strategic combat and RPG title development.
