Possible?
Could the terrain tab contain an Elevation command? This could be a request that a right mouse click (or designated key press) while in the terrain mode, would display on the screen the ground elevation under the cursor at the time of the press. Allow the user to use said elevation Number to compare with other location elevations in the world display and set the terrain modification icon (circle) to any lower elevation they might select.
