Can be made a trigger to slow down animation for all characters in a zone, including the player ?

not possible, we have no control on the player
can be done for AI i guess but you would need to know the starting speed (to restore the values) so it would only be useful in specific cases.

Maybe can be done if use the player speed too ?
This script will be great to use it after player smash a door to enter in a room with 2-3 enemies,
in this case the animation slow down as door explode effect...it's good for some explosion near the player too.

If you were to do a script that switched these off for a couple of passes then on for a couple of passes repeatedly you might get something like you want, but I expect it would be a bit jittery and probable make play control weird
