Do I have to pay for publishing my game? or do I have to buy a product that gives me the license?

No, if you bought gameguru, you already own the necessariy license to publish your game.

So basically use any of the stock media that comes with Game Guru or that you buy from the Game Guru store and your free to publish a game with it as far as I am aware.
