I found that the skeleton of Masked Soldier was changed in version 1.009 of FPSCR.
if you import FPSCR animations to FPSC Model Packs characters, you have to use 'Masked Soldier.X' file from 1.0085 or earlier version of FPSCR!

I don't understand. Why are you not updating Animer to use the latest version of the model?

Because the new skeleton is not compatible with old skeleton of FPSC Model Packs characters.
It has a different structure and its animations don't fit into the old characters.

so , use Animer don't make sense anymore? I don't have 085 installed, how I should proceed now?

You can use Animer in FPSCR 1.009 - it works!
Only limitation is, that you can't use Masked Soldier v.1.009 to import animations. You have to use Masked Soldier v.1.0085 or earlier.
All you need is one file from FPSCR 1.0085 - 'Masked Soldi
