They've been working for me. I sometimes use a blank grey diffuse map to check that the normal is working correctly. It could be something in the entity pointing at a bogus shader .fx or your shader setting was accidentally set to minimal. Also mess with your lighting levels to make sure the normal relief isn't being blown out by too high of an ambient or something.

Definitely works in Reloaded, but doesn't have the visual difference you displayed in your shots. Or at least I have never seen that much. You can see it looks more 3D though generally. One problem is you only tend to notice it well from certain angles, generally in the lighted areas. again that will be the specular helping I guess. I find I have to play about for awhile getting normal maps looking half decent.

One of the things that I've noticed with reloaded's basic entity shader is that low resolution normal maps will generally show much greater relief than high resolution ones.

disclaimer: when using the nvidia normal map plugin with photoshop- which is arguably not that great

IMPORTANT!

If you're using crazybump, make sure your normal map axis is set to:
Y=down
X=right

This is the correct format for Reloaded.

Also, in your screenshots, it looks like ambience might be blowing out your normals, try turning down ambience to see your normals better. In your "other engine" screenshot, I see almost zero ambient light as the shading is near black on the non-lit areas.
