Hi, I am used to UDK but is it possible or going to be possible to create a level in MAX and export it in FBX to import it all into FPSC?

Basically, export models one by one from your Max and create a level into FPSC? You don't really need a 3D world editor in FPSC if you can just import whole level from a 3D app in the end.

It is possible but wont run to well FPSC like all it models separate and it also has a 19k polly limit for any one model this is a lot but even still would be nice to import full levels as you said.
